E‑Scooter Laws (Motor‑Assisted Scooters)
Under Texas Transportation Code Chapter 551, e‑scooters are classified as motor‑assisted scooters.
- Age & License: Must be 16 or older and hold a valid driver’s license (Class C or higher) .
- Where you can ride:
- Bicycle lanes and bike paths,
- Roadways ≤ 30 mph, riding as far right as safe,
- Crossings of higher-speed roads in crosswalks,
- No sidewalk riding unless local ordinance specifically allows.
- Speed limit: Maximum 15 mph .
- Single rider only—no passengers .
- Yield to pedestrians and can carry only as many as designed .
- Parking rules: Must not obstruct sidewalk, roadway, or path.
- Cities can add more rules (e.g., helmets, lower speeds) .
E‑Bike Laws
According to Texas Transportation Code (Chapters 551 & 664):
- Definitions:
- Electric bikes with motor ≤ 750 W, max speed ≤ 20 mph without pedaling are treated as bicycles.
- Class 3 e‑bikes (pedal‑assist up to 28 mph) require riders to be 15 or older.
- No driver’s license required, no registration, no insurance.
- Road access: May ride anywhere bikes can—roads, bike lanes, paths, sidewalks unless local ordinance prohibits.
- Rules of the road apply:
- Ride near right curb when slower than traffic,
- Use hand signals,
- Single rider, no attachments for towing.
- Equipment requirements (sec. 551.104):
- Working brakes capable of skidding,
- At night: front white light visible ≥ 500 ft, rear red lamp/reflector visible ≥ 500 ft/300 ft.
Helmet Laws
- No state-level helmet law for bicycles or e‑bikes.
- Local ordinances apply:
- In Houston, under‑18 cyclists must wear helmets — applies to bikes and micromobility devices.
- Southside Place has no helmet law.
- Helmets are strongly recommended for all ages, especially on e‑scooters and e‑bikes, to reduce head injury risk by ~85%.

- Minors (<18) using bikes, e‑bikes, or e‑scooters should wear helmets when operating these devices.
- Adults are strongly encouraged to wear helmets, especially given elevated head-injury risk.
- City ordinances: Although the city has no ordinance requiring the use of helmets, riders must obey all traffic laws or risk being issued a citation (Stop Signs, Speeding etc..)
